Chief Hon Samuel Osumili Osasa, Esq was born on 7th day of December 1956 to the family of Late High Chief Joseph Osumili Osasa and Chief Mrs. Angelina Osasa of Ndemili Utagba Uno, Ndokwa West Local Government Area of Delta State. He attended Ika Grammar School, Agbor, then proceeded to the University of Ife now Obafemi Awolowo University where he studied Sociology and obtained a Second Class Upper division in 1982. He taught briefly at Ndemili Grammar School, Ndemili, Delta State and Ansar-ud-deen College, Isolo, Lagos. Desirous of being a Lawyer, he attended the University of Lagos, Akoka where he obtained his LLB in 1988 and Nigeria Law School, BL in 1989. After a brief legal practice with Abalu Bobga & Co, he established his legal practice in Lagos – Sam Osasa & Co (Osumili Chambers) where he made success in the legal practice. He was elected into the Federal House of Representatives in 1992 under the National Republican Convention (NRC) representing the then Ndokwa West Federal Constituency. In 1996 he was appointed the Special Adviser to the Sole Administrator of the then Oil Mineral Producing Area Development Commission (OMPADEC) now Niger Delta Development Commission (NDDC) and also acted as the Director of Legal Services of the Commission. On leaving OMPADEC, he became Director to many other organizations and a Principal Partner in Sam Osasa & Co (Legal Practitioners) In 1999 he was elected the National Financial Secretary (South South) of the then All Peoples Party (APP). He was also appointed as member of the National Judicial Sub-committee of All Peoples Party (APP). In 2007 he was appointed a Special Assistant to the then Hon Minister of Special Duties. In 2009 he became the Special Assistant to the Hon Minister of National Planning. In recognition of his noble contribution to National Development, he was appointed to serve in the National Technical Working Group (NTWG) of VISION 2020. In 2010 he was appointed the Special Adviser to the Hon Minister of Niger Delta Affairs where he served till 2014. In 2016 he was appointed the Executive Secretary of Delta State Security Trust Fund where he is contributing to the security architecture and maintenance of the Security Agencies in the State. Hon Samuel Osasa utilizing his appointments has contributed to the massive employment of Ndokwa sons and daughters. He has also attracted human and infrastructural development in Ndokwa Nation which includes Oversea training for Ndokwa indigenes, provision of potable drinking water, electricity and construction of roads in Ndokwa Nation. He is happily married with children and a Knight of the Catholic Church.
